Performance Measures

Place-Based Change

  •         Decrease the percent of individuals living at 100% of poverty in the Urban Core from 32.1% (7,974)  (2013 American Community Survey) to 25%
  •         Increase home ownership in the Urban Core from 45% (2013) to 60% (American Community Survey 5-Year Estimates – B25003)
  •         In the Viva East Bank coalition of three eastside neighborhoods:

o   Decrease the number of households that are below the poverty level from 33% to 20% (Viva East Bank Turned One Presentation)

o   Decrease the number households that are on public assistance from 1 in 10 to 1 in 20 (Viva East Bank Turned One Presentation)

o   Decrease the number of adults who do not have a high school diploma from 1 in 3 to 1 in 5 ((Viva East Bank Turned One Presentation)

System Change:

Centralized Intake for Workforce

  •         Increase the number of people served (through IWD IWorks & business objects):  18,879 (Polk= 17,830; Dallas= 476; Warren= 573) to 20,000 (IWD)
  •         Increase the number of people who attend workshops and trainings (IWD): 6302 (Workshops=207; WIOA Training=6509) to 7,000 (IWD)
  •         Increase the number of people with a (service) plan (IWD IWorks & business objects): 14,418 to 16,000 (IWD)
  •         Increase the number of trainings offered (IWD IWorks & business objects):  856 to 1,000Increase HSED completion from 827 (2014) to 2,500 each year for a total of 10,000 by 2020 (Iowa Dept. of Education)
  •         Increase the number of people who successfully complete National Career Readiness Certificate (NCRC) from 8,285 (April 2009 to September 2015) to 15,000 (IWD)

  •         Decrease the number of people affected by cliff effect (HOPE families)

System Change:

Refugee Support

  •         Increase the role of the Refugee Navigator to include working with educational/English as a second language resources.

Individual Change: Understanding Each Other & Neighborhoods

  •         Increase the number of active household memberships in neighborhood associations from 4,980 to 9,960
  •         Increase attendance at Des Moines neighborhood association meetings from 1,217 to 2,434
  •         Increase the number of people reporting during Listening and Learning conversations that they know people in their neighborhood well enough to offer or accept help.

Individual Change:

Voter Registration

  •         Increase the number of people registered to vote in local, state and national elections from 369,831 to 400,000
  •         Increase the number/percent of registered people who vote in local elections from 14,793 to 70,000
